VCI Legal – June 01, 2026 

On May 28, 2026, Mr. Phung Anh Tuan – Managing Partner of VCI Legal, Vice Chairman and Secretary General of the Vietnam Association of Financial Investors (VAFI) and member of Vietnam Blockchain and Digital Assets Association (VBA) participated in the working session with the French Consulate General in Ho Chi Minh City and Paris Europlace – the organization representing the Paris Financial Center with more than 600 members, including major international financial institutions such as BNP Paribas, Société Générale, AXA and Euroclear. 

The event took place as Vietnam is gradually completing its legal framework for the digital asset market under Resolution No. 05/2025/NQ-CP, while simultaneously advancing the development of an International Financial Center under Resolution No. 222/2025/QH15 – a period considered strategically significant for connecting Vietnam’s digital financial market with global financial centers.

During the meeting, VBA and Paris Europlace officially signed a Memorandum of Understanding (MOU) aimed at strengthening market information exchange, sharing policy experience, and fostering expert connectivity in the fields of blockchain, fintech and digital assets. Both sides also identified the goal of expanding cooperation opportunities between Vietnamese and European enterprises in real-world asset tokenization (RWA), digital financial infrastructure and technology models serving international markets.

At the meeting, Mr. Phung Anh Tuan highlighted that the establishment of a cooperative mechanism with Paris EUROPLACE is crucial as Vietnam formulates an operational sandbox for the digital asset market and the IFC. According to Mr. Tuan, France’s implementation of the PSAN and MiCA frameworks, alongside the organizational-level digital asset models, offers significant reference value for Vietnam, especially regarding digital asset management, anti-money laundering and counter-terrorism financing, cross-border custody, and the tokenization of physical assets.
