AI & DIGITAL ASSET LEGAL FRAMEWORKS IN VIETNAM | VCI Legal Managing Partner Speech at ASIA DX SUMMIT 2025

Hanoi, May 27, 2025 – Mr. Tuan Phung, Managing Partner of VCI Legal and Vice Chairman of VAFI, spoke at the Vietnam – Asia DX Summit 2025, hosted by VINASA at the National Convention Center, Hanoi.

The Vietnam – Asia DX Summit 2025 is a prominent region’s forum on digital transformation, convening government leaders, industry experts, and businesses across Asia to share strategic insights and policy directions.

In Seminar 1: “Untangling bottlenecks”, creating drives to master technology and develop breakthoughs, Mr. Phung delivered a presentation titled: “Legal Frameworks for AI and Digital Assets in Vietnam: Between Innovation and Regulation.

His talk provided an overview of Vietnam’s draft laws on AI and digital assets, compared international regulatory models (EU, US), and outlined key legal gaps and policy recommendations. He emphasized the importance of balancing innovation with governance, reducing compliance burdens, and ensuring regulatory clarity to support emerging digital markets.

According to Mr. Phung, Vietnam’s legal system needs to move beyond the “crossing the river by feeling the stones” approach and urgently adopt clearer, more enforceable frameworks to support AI and digital asset development without overregulation, such as unnecessary sub-licensing requirements that could stifle innovation and delay market growth.

Mr. Phung also joined a closing leadership panel discussing institutional and legal enablers for Vietnam’s breakthrough in core technology sectors.
