Ngày 14/10/2025, Chính phủ ban hành Nghị định số 268/2025/NĐ-CP (“Nghị định 268”) quy định chi tiết và hướng dẫn thi hành một số điều của Luật Khoa học, Công nghệ và Đổi mới sáng tạo liên quan đến chương trình, hoạt động đổi mới sáng tạo; doanh nghiệp khoa học và công nghệ; cá nhân, doanh nghiệp khởi nghiệp. Nghị định 268 có hiệu lực kể từ ngày ban hành và thay thế Nghị định số 13/2019/NĐ-CP ngày 01/02/2019. Dưới đây là một số nội dung đáng chú ý của Nghị định 268.

The National Assembly has enacted Law No. 78/2025/QH15, amending the Law on Quality of Products and Goods, and Law No. 70/2025/QH15, amending the Law on Standards and Technical Regulations. These legislative instruments are intended to modernize the quality management regime, strengthen compliance obligations for business entities, and enhance consumer protection in the context of rapid market expansion and the growing prominence of e-commerce. The new provisions will take effect from 1 January 2026.

Ngày 26/8/2025, Chính phủ ban hành Nghị định số 232/2025/NĐ-CP (“Nghị định 232”) sửa đổi, bổ sung Nghị định số 24/2012/NĐ-CP ngày 03/4/2012 (“Nghị định 24”) về quản lý hoạt động kinh doanh vàng. Nghị định 232 có hiệu lực kể từ ngày 10/10/2025 và đưa ra nhiều thay đổi quan trọng trong cơ chế quản lý lĩnh vực này.

Quốc hội đã ban hành Luật số 78/2025/QH15 sửa đổi Luật Chất lượng sản phẩm, hàng hóa và Luật số 70/2025/QH15 sửa đổi Luật Tiêu chuẩn và Quy chuẩn kỹ thuật. Hai đạo luật này được xây dựng nhằm đổi mới phương thức quản lý chất lượng, nâng cao trách nhiệm tuân thủ của doanh nghiệp và tăng cường mức độ bảo vệ người tiêu dùng trong bối cảnh phát triển mạnh của thị trường và thương mại điện tử. Các quy định mới sẽ được áp dụng từ ngày 01/01/2026.

Chiều 16/1, kết luận Phiên họp thứ Nhất của Ban Chỉ đạo Trung tâm tài chính quốc tế tại Việt Nam, Thủ tướng Chính phủ Phạm Minh Chính, Trưởng Ban Chỉ đạo nhấn mạnh chậm nhất ngày 9/2/2026 ra mắt Trung tâm tài chính quốc tế tại TP Hồ Chí Minh.

On 26 August 2025, the Government issued Decree No. 232/2025/ND-CP (“Decree 232”), amending Decree No. 24/2012/ND-CP dated 3 April 2012 (“Decree 24”) on the management of gold business. Decree 232 came into effect on 10 October 2025 and introduces significant changes to the regulatory framework for gold production and trading.

Vietnamese authorities have recently taken enforcement action against VNG Corporation, the operator of the Zalo platform, and TikTok for violations relating to the collection and use of users’ personal data. The sanctions were imposed by the National Competition Commission under the Ministry of Industry and Trade, pursuant to the Law on Protection of Consumer Rights and related implementing regulations. This case reflects a broader regulatory trend in Vietnam toward stricter supervision of digital platforms whose business models rely heavily on large-scale data collection and monetisation.
