The National Assembly has enacted Law No. 78/2025/QH15, amending the Law on Quality of Products and Goods, and Law No. 70/2025/QH15, amending the Law on Standards and Technical Regulations. These legislative instruments are intended to modernize the quality management regime, strengthen compliance obligations for business entities, and enhance consumer protection in the context of rapid market expansion and the growing prominence of e-commerce. The new provisions will take effect from 1 January 2026.

Vietnamese authorities have recently taken enforcement action against VNG Corporation, the operator of the Zalo platform, and TikTok for violations relating to the collection and use of users’ personal data. The sanctions were imposed by the National Competition Commission under the Ministry of Industry and Trade, pursuant to the Law on Protection of Consumer Rights and related implementing regulations. This case reflects a broader regulatory trend in Vietnam toward stricter supervision of digital platforms whose business models rely heavily on large-scale data collection and monetisation.

On 14 October 2025, the Government promulgated Decree No. 268/2025/ND-CP (“Decree 268”) to implement several provisions of the Law on Science, Technology and Innovation concerning innovation programs and activities, science and technology enterprises, and start-up individuals and enterprises. Decree 268 came into force on the date of its issuance and replaced Decree No. 13/2019/ND-CP dated 1 February 2019. The following highlights some of the principal features of Decree 268.

Government of Vietnam issued Decree No. 329/2025/ND-CP, providing regulations on foreign exchange management, anti-money laundering (AML), counter-terrorism financing (CTF), and counter-proliferation financing within the International Financial Centre (IFC) of Vietnam. This Decree establishes a specialised financial-security and monetary regulatory framework, aligned with international standards, governing banking operations and cross-border financial transactions conducted within the IFC.

Ngày 10 tháng 11 năm 2025, Chính phủ đã ban hành Nghị định số 293/2025/NĐ-CP (“Nghị định 293”), quy định mức lương tối thiểu áp dụng đối với người lao động làm việc theo hợp đồng lao động. Nghị định mới này sẽ có hiệu lực từ ngày 1 tháng 1 năm 2026 và thay thế quy định trước đây tại Nghị định số 74/2024/NĐ-CP ngày 30 tháng 6 năm 2024. Việc ban hành Nghị định 293 thể hiện nỗ lực liên tục của Chính phủ trong việc điều chỉnh mức lương phù hợp với sự phát triển kinh tế, lạm phát và chi phí sinh hoạt, qua đó bảo đảm mức thù lao công bằng cho người lao động trên các vùng miền khác nhau của Việt Nam.

In the process of strengthening the development of science and technology in alignment with Viet Nam’s sustainable energy transition strategy, the Law on Atomic Energy was promulgated not only to meet practical demands but also to serve as a fundamental guiding framework, ensuring that the exploitation and use of atomic energy are conducted safely and effectively, and contribute to the development of nuclear power for peaceful purposes. This article highlights the key and noteworthy provisions of the 2025 Law on Atomic Energy.

Promulgated in late 2025, Decree No. 328/2025/ND-CP of the Government of Viet Nam establishes the legal framework for the establishment and operation of the International Arbitration Centre (“IAC”) within the International Financial Centre in Viet Nam. Implementing the legislative orientations of the National Assembly, the Decree sets out a dispute resolution mechanism for investment and commercial matters in accordance with international standards, while systematically regulating jurisdiction, arbitral procedures, and procedural rules, as well as prescribing specific exceptions applicable in certain circumstances. 

Được ban hành vào giai đoạn cuối năm 2025, Nghị định số 328/2025/NĐ-CP của Chính phủ Việt Nam thiết lập khuôn khổ pháp lý cho việc hình thành và vận hành Trung tâm Trọng tài quốc tế (“TTTTQT”) trong khuôn khôt Trung tâm tài chính quốc tế tại Việt Nam. Trên cơ sở triển khai các định hướng lập pháp của Quốc hội, Nghị định này xây dựng cơ chế giải quyết tranh chấp trong lĩnh vực đầu tư và kinh doanh theo chuẩn mực quốc tế, đồng thời quy định một cách hệ thống về thẩm quyền, trình tự, thủ tục tố tụng trọng tài cũng như các ngoại lệ áp dụng trong những trường hợp nhất định.

The Government of Vietnam has just issued Decree No. 327/2025/ND-CP, regulating entry, exit and residence policies for foreigners working at the International Financial Center in Vietnam. This Decree establishes a separate, flexible and preferential legal mechanism to attract strategic investors, experts, managers and high-quality human resources to participate in long-term operations at the International Financial Center.
